The Council is an association of professional orders recognized under the Professional Code, which vests it with the mission of advisory body to the government.


As an association of professional orders, the Council:

  • creates opportunities for exchange and mutual aid among professional orders
  • intervenes, when opportune, as the collective voice of the professional orders on issues of common interest
  • acts as a purveyor of services to the professional orders, according to agreed on mandates and budgets
    serves as a reference for the public

As an advisory body to the government, the Council is consulted in particular on:

  • general and specific guidelines of the professional system
  • draft bills and regulations regarding the system
  • the appointment of particular officials and members of the Office des professions
  • the appointment of directors who are not members of an order
  • contributions to the funding of the Office des professions
  • budget estimates of the Office des professions
  • the constitution of a new order or the integration of a group into an order

Certain interventions of the Council are required by the law, for example, a request from the government or a minister to which the law requires an answer or a consultation process stipulated by the law.


The Council may also, after consulting its members, initiate other interventions. The Council issues opinions on different governmental and legislative matters related to the goals, consistency and effectiveness of the professional system.


Last, the Council takes part in discussions concerning important issues for Québec society within the broad perspective of the public interest.
